Scamming 1 elderly person can bring 1 to 15k , sometimes more. Officials are corrupt and paid off with all this money too, as they also earn 200 USD a month.
Scammers can be from anywhere in the world. As a general rule though, certain scammers tend to be from the same general area. The call center (tech support, refund, car warranty, Amazon, etc. scams) tend to be from India. The lottery winning scams tend to be from the Philippines. Cryptocurrency scams tend to be from Chinese or Asian countries
